It sure looks to me like pics will stay up unless and untill enough people report them. I also find it interesting that there is "Nude" and "Shirtless" as separate categories, but the instructions just says no nudity - and what exactly is nudity?
I normally have my pics hidden but felt compelled to unhide one a week or so ago for a Forum response. A woman in a thong bikini is not naked, but a man with board shorts and no shirt is? I'm not asking to be a jerk, I'm just trying to make sense out of something that seems so arbitrary.
Example: If I have a photo and I'm wearing a shirt like a tube top or some other strapless top, but you can't see it in the photo because it is a head and shoulders shot, is that a violation?
And in a similar vein, if I am not wearing a shirt but the photo only shows from the shoulders up (essentially the same end result), is that a violation?
If the former is not a violation, but the latter is, who gets to "prove" or "disprove" whether a shirt was actually worn when the photo was taken?
If I broke a rule I want to know exactly what I did so I don't inadvertently do it again.
With so much data on UV damage to your eyes I would think sunglasses would be the norm for outdoor photos these days.

Is the no shirtless photo rule only for men, or are these women in violation of the rules as well? are you suggesting you're wearing a tube top in either one of your shirtless photos? Also, let's say someone thinks it "Needs Cropping" and the photo is deleted.
it may be a violation of good taste, but it isn't a visible violation of POF's rules. I have seen countless women in halters, crop tops, sports bras, or bikinis showing lots of bare torso. How am I supposed to know that the reason was cropping? Fo they assess using the rule of thirds to determine whether or not it is properly cropped?
I have read the entire TOS dated 10/24/2014 and there is no mention of shirtless photos.
