Also, in the past we have had reason to restrict chat to registered users only.

This can be easily done in m IRC by selecting 'DCC' in the menubar and then 'Send'.
These have no real power,but if the room was set to 'moderated' they would be able to talk whereas normal users could not.
People still like to have it though because it makes them feel important... It allows you to perform various actions relating to another person.
It is up to Ops to decide what is a 'stupid act', and what action to take. It takes something really stupid though to get an outright ban.
